Dilapidated house in hot area, behind in taxes, to sell?

a friend of mine has elderly parents in poor health. one moved in with her and the other is in assisted living. they own a very run down house in a very hot area, tons of new residential construction. but they are behind in their property taxes maybe about 25% of what the lot is worth. my friend’s brother is “kind of in charge” (no power of attorney though) and just wants to let the city take the property since they are lazy. I asked a real estate agent I’ve worked with about selling the property and they expressed no interest. is that going to be the case for most agents? do they think most buyers will not be interested since they will likely be able to eventually buy it cheaper from the city? or maybe the agent doesn’t want to deal with potential family drama?
