Name of Type of Wall That Neighborhood All Use

All houses in this neighborhood have boundary walls that look exactly the same. The walls go around the sides and back (to separate the alley) of the properties.

What is the name of this type of wall? I’m trying to find out who to contact (maybe HOA?) regarding these uniform walls, to ask about policies on changing or removing a boundary wall.
