This Florida $100k condo assessments seem like a trainwreck about to happen

1) Not every resident can pay. They will just not pay. ClusterF ? 100% compliance seems impossible.
2) Sell? To whom? Even if discounted by the assessment amount, who would actually buy into a condo with this ClusterF? Not everyone pays, project never gets done, etc. Years of headaches?
Seems like a race to $1
Anyone have experience with huge 6-fig condo assessments and aftermath?
